Mar de Oro is governed through paper long before it is governed through cannon. A sealed order can open a gate, burn a name, release a privateer, impound a ship, delay a rescue, legalize a seizure, or ensure that responsibility survives the person who gave the command.
The Sealed Archive presents documents in two forms: a clean reading copy and, where appropriate, notes on hidden significance. Each entry identifies the issuing authority, intended recipient, public meaning, and where it fits into the wider crisis.

Document I: Safe Conduct under the Hand of Heller
“The bearer named herein travels as an attaché under the protection of the Duchy of Heller. City and port writs shall not impede the bearer while the bearer remains in station, keeps the named charges close, and returns to account for conduct, expenditure, and sealed material. This protection ends upon abuse of the Duke's peace, abandonment of duty, or use of the present writ for private revenge.”

- Begins a crisis with three lines and no explanation.

- The wording reveals which ship survived long enough to report, and which institution now controls the first official version.

Document III: Privateer Commission
“The named captain is authorized to embark aboard the commissioned vessel, carry private colors, seize papers and stores, hold persons for lawful return, and secure material connected to threats against the Duchy and its peace. The captain shall make no war upon the Crown, shall keep courtesy with bystanders, shall return sworn accounts, and shall forfeit protection upon abuse.”

- Gives a crew broad authority inside carefully worded limits.
- Significance
- Every verb grants power, while every condition creates leverage against the bearer later.

Document IV: Order Executed under Protest
“The commanding officer records objection to the destruction of a neutral vessel on intelligence alone. The issuing authority confirms the order in writing and remains present as witness. Execution proceeds under protest. Responsibility remains with the issuing authority by name, title, time, and position.”

- Turns an atrocity into a paper trail.
- Significance
- The officer may obey while constructing the evidence needed to survive, accuse, bargain, or defect later.

Document V: Engineering Guard Entry
“Witness-wire placed on all critical latches. Prints required from every hand entering the drive space. Starboard vent cleared. Port vent cleared. Balance restored within one mark.
